The Role of Energy Efficiency in Industrial and Energy Policy

The perceived high cost of transforming Europe’s energy production and consumption into a sustainable energy system poses perhaps the most significant challenge for the 80-95% GHG reduction target by 2050. At a time of economic stagnation in the EU it is more important than ever before to find ways to combine economic growth with an ambitious transformation of the energy system.

The costs of energy undoubtedly impact the EU’s competitiveness. The decrease in energy prices in the US in recent years due to vast shale gas resources underlines the important link between energy policy and industrial policy. This paper highlights the direct impact on competitiveness of European industries by increasing the energy efficiency in industries and argues that policy measures aimed at improving the energy efficiency in industries should be a cornerstone in the future industrial policy as well as in energy and climate policy.
